MINEPS V 2013

The 5th International Conference of Sport Ministers and Senior Officials Responsible for Sport and Physical Education (MINEPS V) will take place in Berlin, Germany, from May 28-30th 2013. This conference is co-organized by the German Federal Ministry of the Interior and UNESCO, with logistical and scientific support from ICSSPE.
 
World conferences of Sport Ministers have been organized by UNESCO since 1976. The most recent took place in Athens in 2004. The general aim of the conference is to assess global developments in sport and to formulate strategic issues in international sport policy under consideration of UNESCO's International Charter of Physical Education and Sport, the Olympic Charter and other basic texts of international sport.
 
This year’s conference will bring together approximately 500 National sport ministers and senior representatives, researchers, practitioners and leaders from the sport sector to discuss and jointly access the main challenges and successes in the field of sport and physical education and to articulate coherent, action oriented recommendations for international policy.  Notable achievements from previous MINEPS Conferences have been the elaboration of the International Charter of Physical Education and Sport (1978) and the negotiation of measures against doping which led to the International Convention against Doping in Sport (2005).
 
Besides having been involved with organizational matters, ICSSPE has coordinated the development of thematic content which forms the basis of a final declaration. The three conference themes as proposed by UNESCO’s Intergovernmental Committee for Physical Education and Sport (CIGEPS) are:
 
1.       Access to Sport as a Fundamental Right for All
 
2.       Promoting Investment in Sport and Physical Education Programmes
 
3.       Preserving the Integrity of Sport
 
A novel addition to this year’s conference is the expert forum which will precede the two day formal ministerial programme. The expert forum is expected to be a dynamic dialogue between all stakeholders, providing opportunities for discussion on the three conference topics in parallel sessions.
